Border and perimeter systems define, observe, and control the transition
between areas with different access rules. They may surround a water plant,
warehouse, clinic, transport yard, communications site, public building,
settlement, or regional boundary. A line on a map is not a working perimeter:
the capability also requires lawful authority, surveyed limits, entry points,
communications, staffing, maintenance, records, and emergency procedures.
This is an A3 subject because durable systems depend on civil engineering,
transport planning, power, lighting, communications, trained personnel,
inspection programs, spare parts, and coordination among several institutions.
A perimeter should deter, detect, delay, assess, and support a proportionate
response. No single fence, wall, camera, checkpoint, or patrol can perform all
five functions. Layers should remain understandable during power loss, bad
weather, congestion, staff shortages, and communications failure.
Start by defining the asset, legitimate users, hazards, likely approaches,
required throughput, and consequences of failure. Preserve fire access,
medical access, evacuation routes, drainage, utility maintenance, and
accessibility. A security feature that traps occupants or blocks responders is
not a successful design.
Common elements include:
Barrier strength must match its foundation, connections, terminal points, and
adjacent terrain. Gaps at drains, culverts, utility crossings, damaged
sections, or gate edges can defeat an otherwise strong system.
Entry control must balance identification and inspection with traffic safety,
capacity, emergency access, and humane treatment. Separate arriving,
departing, rejected, oversized, and emergency traffic where practical.
Provide adequate stopping and queuing distance without creating hazards on
public roads.
Written procedures should address authority to admit or refuse entry,
credential failure, lost keys, deliveries, visitors, shift changes, alarms,
medical emergencies, fire response, power loss, communications loss, and
evacuation. Personnel need a safe way to request supervision instead of being
forced to improvise consequential decisions.
Inspect alignments, foundations, fasteners, hinges, rollers, tracks, locks,
controls, safety edges, sensors, lighting, signs, drainage, corrosion, and
vegetation. Test powered gates and barriers through their full cycle and test
manual release procedures. Record defects, temporary controls, repair
priority, parts used, and return-to-service authorization.
Vehicle barriers contain large forces and moving machinery. Installation,
testing, and repair require qualified engineering and must follow the
manufacturer's limits. Never stand in a barrier's movement zone or treat an
untested improvised obstruction as a rated barrier.
Physical controls must operate under applicable law and documented policy.
Rules should be published where appropriate, applied consistently, subject to
review, and designed to protect due process, privacy, accessibility, and
legitimate movement. This folder does not supply authority to create borders,
search people, detain travelers, or use force.
